During Father Gabriel Lee Yeongjun's memorial mass, an altar boy collapses; tests reveal a drug overdose, triggering an investigation; Father Michael Kim Haeil senses something deeper at play and tries to take down a notorious drug cartel in Busan.

In Busan, Haeil visits a seminary offering him a teaching position, where he meets a troublesome student Chae Dou. Drug lord Kim Hongsik arrives in the city, revealing his ruthless plan to take over all of South Korea with the spread of drugs.

Hae-il and Dae-young seek to join Lee Cheol-yong and Gu Ja-young in their cartel investigation; the Gudam family members each plan their move to Busan; across the city, Hong-sik's dark scheme to establish his drug empire in Busan begins to take shape.

Hae-il and Dae-young rescue Ja-young, while a suspect in interrogation suffers an accident amid the chaos, and the three decide to team up in their pursuit of the drug cartel; with his drug plant operational, Hong-sik begins expanding his reach.

Haeil and Hongsik sense danger as strong rivals, while Kyungsun gains Duhun's favor.
