The action takes place in the fictional Japan of the year 2030, where the members of the special unit "Section 9" are entrusted with solving various cases of crime, espionage and terrorism. This also includes the case of the "Laughing Man", which caused a stir some time ago, but was never cleared up by the responsible police department.
